The Ministry of Defence’s ‘Defence Action Plan 2016-2019’ has been evaluated in 2020 on the request of parliament. Main conclusions were that DAP implementation is slow and difficult: It can be concluded that the objectives in the DAP 1325 are not or only partially realised. In short, it comes down to a lack of support, management, concrete actions, clear responsibilities, as well as a lack of human capacity and financial resources invested. Gender is still too much seen as a side issue. Progress is still too much dependent on people with an intrinsic motivation for this topic.
